The configuration and viewing of the user audit workflow are limited to just the user who has the USER_AUDITOR role. By default, the USER_AUDITOR role is granted to the users with ADMIN role. Only one user at a time can be granted the USER_AUDITOR role.

If an audit-only user account is created, that user will only be able to view user audit alerts and modify the user auditing settings. Notice the limited menu options for the auditor user in the following screenshot.
